What to include
Each option above opens an email with a prefilled subject and four prompts: institution, program or course of interest, delivery model, and timeline. Those four answers are what make a first reply useful rather than a request for more information. Where a decision date, an accreditation deadline, or a term start is driving the work, saying so at the outset changes what can realistically be proposed.
What comes back
A proposal identifies which of the three paths fits — licensing something that already exists, customizing it for your institution, or commissioning new development — together with scope, sequence, and the permitted-use model. Where an existing program can be adapted to your requirement, that is said plainly, because adapting is usually faster and less expensive than commissioning.
